Myasnikov Daniil bb6e261163 fix(ci): escape rc version in promote sed; idempotent stable branch ...

The rc->stable substring rewrite ran `sed s/${RC_VERSION}/.../` with the dots
unescaped, so the rc version matched as a regex. Escape regex metacharacters so
the match is literal. Use `git checkout -B` for the stable staging branch so a
re-run resets the local branch instead of failing on "already exists".
