Aleksei Sviridkin 6ef23da6e7 ci(release): publish matchbox as an amd64 and arm64 index ...

matchbox already carries the kernel and initramfs of both arches, but
the release built it for amd64 only: the arm64 leg skips the talos
package, so there is no arm64 half to stitch, and the gate let it
through on an allowlist entry. Its Dockerfile only copies files, so the
amd64 job now rebuilds it for both platforms on a docker-container
builder and the stamped ref pins the index. The allowlist entry goes.
