## What this PR does
The console now passes its own eslint config, and CI runs it. On main
`pnpm lint` exits 1 with 54 problems, 51 of them errors, and
`ui-test.yaml` never ran it. On this branch it exits 0 with no errors,
and a Lint step sits between Typecheck and Test.
How each rule was handled:
- `no-explicit-any` (38 errors): replaced with real types. These commits
build a vite bundle byte-identical to main's.
- `react-refresh/only-export-components` (6 errors): the hooks, context
objects, `resolveSource` and the RJSF registry moved out of component
files into their own modules. `useTenantContext` stays in
`tenant-context.tsx`, so its importers and the tests that mock that
module are untouched.
- `no-unused-vars` (1 error): dropped the unused `ad` binding in
`OverviewTab`.
- `react-hooks/set-state-in-effect` (6 errors): relaxed per line with a
reason, not in the config.
The last rule is the only relaxation. Each of these effects re-syncs
local state to something that changes outside the component. The rule
wants the state derived during render, which changes when the value is
committed or what the first render shows, so it would be a behaviour
change. Per file:
- `components/ResourceQuotasField.tsx` re-syncs the inputs after the
form value is reset from outside.
- `components/SourceWidget.tsx` re-syncs the selected option when the
value loads asynchronously in edit forms.
- `components/command-palette/command-palette.tsx` resets query and
level whenever the palette closes.
- `components/command-palette/use-keyboard-nav.ts` moves the highlight
back to the top when the item list changes.
- `hooks/use-is-mac.ts` would return `true` on the first render on macOS
with a lazy initial state. Today it returns `false`.
- `lib/tenant-provider.tsx` falls back to an existing tenant once the
tenant list has loaded.
The eslint config itself is unchanged, and `no-explicit-any` stays on
everywhere.
`pnpm typecheck` and `pnpm test` (442 tests) pass at every commit. After
the file moves the bundle has the same chunk set, and only the entry
chunk differs, by reordered and renamed minified functions.
Three `react-hooks/exhaustive-deps` warnings from main are left as they
are, because fixing them changes when the effects run. One is in
`SourceWidget.tsx`, where the effect reads `options` but depends only on
`value`. The other two come from `ads = adList?.items || []` in
`use-command-items.tsx`, which gives two `useMemo` hooks a new
dependency on every render.
Things I did not do here:
- The step has no `--max-warnings`, so a new warning will not fail CI.
Once the three warnings are fixed, `--max-warnings 0` can go in.
- `SourceField.tsx` and `SourceWidget.tsx` each declare the same small
`SourceOptionSchema` interface. I kept them local since the two widgets
share nothing else.
- The job name stays `Typecheck and test`, so a required check with that
name keeps matching.
- `pnpm -r lint` only reaches `apps/console`.
`packages/{k8s-client,ui,types}` have no `lint` script, same as on main.

The diff touches only the console workspace and `ui-test.yaml`. The
console has no downstream copy since `cozystack-ui` was archived, and no
trigger map entry matches.
