Myasnikov DaniilandClaude Opus 4.8 df221f98d4 ci(labeler): map cozystack-ui and console scopes to area/dashboard

The cozystack-ui SPA was vendored into the monorepo (#2963) and now lives under packages/system/dashboard. Map its likely PR title scopes to the existing area/dashboard so UI PRs no longer fall through to area/uncategorized.
