The lane installs the latest GHCR nightly on a kind cluster once a day,
after the nightly has published. It takes no pull request trigger: a
run would install the nightly's images, not the pull request's, and
report on code the pull request did not change.

The unit test holds the lane's wiring in place, since a lane that
quietly installed another variant would test something other than
its name says. The sandbox headroom check reads any workflow touching
packages/core/testing as one that boots the QEMU guests; this lane
starts only the sandbox container, so it is exempted by name, after
the job match, and is sized like the others if it ever starts calling
the guest targets.
