Andrei Kvapil 6663c44dd5 ci(labeler): map the kubeovn-webhook scope to area/networking ...

The package has its own scope in commit history but no entry, so its
PRs land on the area/uncategorized fallback. It is a kube-ovn admission
component, which is the same area as the kube-ovn scope beside it.
