Myasnikov Daniil 0cd16733ad Merge origin/main into the capacity experiment
The branch was cut from a stale local main, 538 commits behind origin/main,
which left the PR unmergeable. A pull_request workflow runs against the
computed merge commit, so GitHub never created a run at all: the two label
workflows are pull_request_target and ran against the base, which is why the
PR looked half-checked rather than untriggered.

All three conflicting files were reset to the origin/main version and the
experiment re-applied on top, rather than resolved hunk by hunk. Every seam
the change depends on survived the 538 commits unchanged in structure: -smp 8
in the QEMU line, the root Tenant patch with ingress/monitoring/seaweedfs
true, the bundles block in the platform Package, and the Keycloak OIDC test.
Only the workflow's suite-selection conditional had drifted, losing its
`|| [ -z "$SELECTED_APPS" ]` arm, so the pin was re-applied to the new shape.

Re-verified on the new base: platform helm-unittest 36 suites / 144 tests
pass, including the three capacity suites, so the bundle switches and the
oidc gating on keycloak behave identically on current main. Guard sweep over
hack/*_test.bats is 32 files / 657 assertions with one failure,
hack/ghcr-mirror_test.bats, which fails identically on a pristine origin/main
worktree and is unrelated to this branch.
