Aleksei Sviridkin d47428277f fix(e2e): report a dataplane read the deadline cut as the budget's ...

Once dp_run marked a deadline cut inside an exec block, the reads that
report their own outcome still read the 124 their shortened bound
produced and called it the read's own timeout, quoting a bound the
deadline had chosen. A Ready-conditions block then gave two reasons
for one cut, and every list and lookup note did the same beside the
section line that blamed the budget.

dp_run now returns a status of its own for a deadline cut, which the
read notes, the node and interface lookups and the LB probe all report
as the budget. pod_on_node takes it from dp_run instead of deciding it
a second time.
