Aleksei Sviridkin e808dbc867 fix(e2e): name the section whose dataplane budget ran out ...

The pod section stops a reserve short of the end of the budget and the
LoadBalancer section keeps starting calls after it, but a refusal was
reported as the whole run's budget running out, which the LB capture
written below it contradicts. The note was also deduplicated once per
run, so the LB section running out later left no line of its own.

Refusals now name their section, and the note is written once per
section. Both budget knobs are also read as decimal: shell arithmetic
took a leading zero for octal, so 08 aborted the run before it wrote
a note and 010 meant 8.
