Myasnikov Daniil 604a44148b ci(release): auto-create cozystack-ui maintenance branch on minor cut ...

When a new minor line is cut, pull-requests-release.yaml now branches
cozystack-ui/release-X.Y from cozystack-ui/main HEAD (idempotent; left
untouched on later patch releases). The dashboard build resolves
CONSOLE_BRANCH automatically: tags.yaml passes the release tag's base
branch for release builds, and the Makefile derives it from the current
git branch for local builds. No manual pinning per release branch is
needed — only UI fix cherry-picks, documented in docs/release.md.
