A restore leaves the base backup to the plugin only once the
cnpg.io/Backup is gone. A base backup removed from the bucket by a
lifecycle rule or by hand keeps its cnpg.io/Backup until the plugin's
next maintenance pass on the source cluster, and indefinitely once
that cluster no longer runs under the same UID. A restore in that
window fails after the purge and on every retry, with nothing on the
RestoreJob to unpin it; deleting the cnpg.io/Backup is the way out and
does not touch the object store.
