ruv ce1fcbca66 fix: EventStore missing snapshot, git identity whitespace paths, Porter step 4, rate limiter stats labels

- shared: EventStore.getSnapshot returns null when no row matches (sql.js getAsObject yields undefined-valued keys) (#3865)
- cli: git-workspace-identity keeps trailing whitespace in path records, strips only the final LF (#3863)
- cli: Porter step 4 selects the longest matching suffix once, no fall-through to a shorter one (#3859)
- cli: RateLimiter.getStats uses stored operation/user instead of splitting bucket keys (#3856)
