#3614 shipped ruflo-console on main, so `ruflo init` and `ruflo mods install` now install it like ruflo-mods and ruflo-swarm. A marketplace clone without it is stale (a doctor failure with the exact repair), never "pending". - MOD_PLUGINS: ruflo-console@ruflo required: true. - `ruflo mods install` points at /ruflo (and /ruflo mods) instead of /ruflo-mods. - ADR-406 catalog: the source scan now reads `$.command.registerCommand`, and the engine parser splits a `command=a|b` matcher into its names and treats `command=?` (a matcher chosen at run time) as naming nothing, deferring to the source scan for that plugin. Without this, regenerating after #3614 either failed schema validation (`ruflo|ruflo-console`, `?`) or dropped the five /ruflo-swarm-* commands. Regenerated: 241 -> 243 entries (+/ruflo, +/ruflo-console), none removed; the console's catalog copy is synced. - Tests and the e2e-mods-init script now expect ruflo-console installed.
