v3/plugins/agentic-qe (@claude-flow/plugin-agentic-qe) re-implemented
quality-engineering tools behind Zod schemas and never imported the real
agentic-qe package; its package.json (3.0.0-alpha.5) and plugin.yaml
(3.5.59) disagreed and it had not changed since May. Nothing in the
workspace, CI, or CLI imports it.

- remove v3/plugins/agentic-qe
- drop its built-in demo registry entry (fabricated CID/checksum and
  security-audit claim) and its featured/trending/newest/official ids
- drop it from publish-registry's package list
- point docs at the maintained agentic-qe npm package and the
  agentic-qe-fleet Claude Code plugin; mark ADR-030 superseded
- test: demo registry has no shim entry and curates only listed ids
