randRuFlo a2fa846bda chore(ci): add new ruvocal spec to the pre-existing test baseline ...

mergeServers.spec.ts fails under the root vitest run with the exact
same TSCONFIG_ERROR (vite:oxc, "Tsconfig not found") as every other
ruvocal spec file already listed here — reproduced on an unrelated,
long-committed sibling (isURLLocal.spec.ts) to confirm this is a
pre-existing environmental gap in how root-level vitest resolves
ruvocal's tsconfig, not something introduced by this PR's new file.
