Claus Lensbøl 7a3650494f wgengine/magicsock: ensure discoKey nodeKey match (#21956) ...

The check for finding unambiguous disco pings was not comparing the
disco key and node keys correctly. Fix the error and add a test that
asserts the ping is not seen as unambiguous when the node key does not
match the disco key, and the disco key has multiple matches.

Fixes tailscale/corp#50343
