Alex Valiushko e0d21b8a52 health: register arbitrary magicsock receive funcs (#21705 )

Health tracker no longer holds a pre-set number of receive func health
items. Magicsock can spawn an arbitrary number of new health items
ad-hoc instead.

A tracker that no magicsock registered with no longer reports a missing
receive func, including builds without UDP transport.

Updates tailscale/corp#48168
