Moving to v2 because v1 references repositories that have been deleted from GitHub, breaking GOPROXY=direct. The lint config (.golangci.yml) was already in v2 format; this updates the tool dependency used by 'make lint' to golangci-lint/v2 v2.13.2, drops the now-obsolete blank import in internal/tooldeps in favor of a Go 'tool' directive, and bumps the CI workflow binary to match.
