Nick O'Neill 42347eb178 go.toolchain.rev: bump to Go 1.27.3 (#21870 )

(matching main branch commit ef596ebd34)

Also bump golangci-lint from v2.13.2 to v2.14.0 to match main, for Go
1.27.2+'s export data version 5.

Also backport main's testcontrol serveC2N fix from b9262195b, as Go
1.27.3's bundled HTTP/2 server now closes the request body when the
handler returns.
