Bogdan Chadkin 0e468fe748 feat: merge longhand css into shorthands (#3615) ...

Here added optimization to css engine to produce much less classes when
some lonhands can be combined into shorthand.

Supported following properties

- border
- outline
- margin
- padding

Later the same utility will be used to make white-space and text-wrap
longhands better supported.
