Ivan Starkov 2fa32a1b76 Remove hover debounce (#1607 )

## Description

Debounce on hover makes me feel that everything is slow, you move mouse
but hover is not completed.
Compare with immediate hover, feels like UI is superfast

For example Figma has immediate hover

1. click button
2. expect xyz
