test(keycloak): cover admin console hostname split

Add helm-unittest suite asserting KC_HOSTNAME_ADMIN env, the extra
Ingress rule/TLS entry, and the appended HTTPRoute hostname are emitted
only when ingress.adminHost is set. Wire up the chart 'test' target.
