docs: add public ROADMAP.md (2026-2028)

Adds an in-tree public roadmap giving adopters, downstream vendors and
CNCF TAG reviewers a multi-quarter narrative view alongside the
issue-level Project V2 board.

The document covers twelve tracks, the certification and compliance
programme, the standardization strategy and the SIG formation plan. It
marks which horizons are commitments with owners and capacity behind
them and which are direction, and it states plainly that the board
remains the issue-level source of truth.
