docs(release): point changelog check B at the Talos installer profile

packages/core/talos/values.yaml is an empty file, so the first path of
the check B loop never produces a diff and a Talos bump goes unnoticed
by the release verification. The Talos version is the version field of
packages/core/talos/images/talos/profiles/installer.yaml, which the
package Makefile reads as TALOS_VERSION. Between v1.5.4 and v1.6.0 it
moved from v1.13.0 to v1.13.6 and check B printed nothing for it.
