The e2e lanes all ask for oracle-vm-32cpu-128gb-x86-64, where eleven launches found Virtual GIF once. That rate is either a property of the pool or of that one runner class, and the two have different answers: if a tier the repository already uses exposes vGIF reliably, moving the lane is one line in runs-on, and if none of them do, the ask goes to cncf/automation with a per-tier rate rather than a single number. Twelve matrix cells, four samples of each of the three Oracle tiers in the tree (4cpu serves light jobs, 24cpu the builds, 32cpu every e2e job). Each cell reads the machine and exits, so a cell costs its provisioning time and nothing else. Reads the same flag list the merged reader in hack/e2e-runner-identity.sh takes, gated on svm the same way, so it samples exactly what a real run would record. CPUID 0x8000000A is also read directly, so an absent bit is stated rather than inferred from whether the kernel logged a line.
