Myasnikov Daniil ed6388d907 fix(kubevirt): let tenant admins upload existing disks ...

Tenant admins need to read the upload PVC and request a CDI upload token
with their own credentials. Gateway exposure also needs an advertised
upload URL; deriving it must preserve operator overrides and CDI's
serving certificate.
