Andrei Kvapil 26562a4f6d test(cozy-lib): cover the externalIP claim helpers ...

Eight catalog charts thread the same value through these two helpers, so the
contract belongs in one suite rather than eight: which annotation key is
written, that a target with no entry gets no annotation at all rather than an
empty map, and which malformed values are refused.

The malformed-value cases are only reachable here. In an app chart the
generated values schema rejects them first, so the helper's own refusals would
never be exercised.
