Adds externalIPs, a list of {claim, target} entries, and threads the
resulting annotation onto the LoadBalancer Service the chart already renders
for the primary. Empty is the previous behaviour, so nothing changes for an
existing release.
The list shape is deliberate even though the chart publishes a single endpoint
today: the same field lands on every catalog app in this series, and Kafka does
have several external endpoints. A target that the chart does not publish is
refused with the valid ones named, rather than being accepted and ignored.
