Sharded mode publishes mongos through a chart-owned LoadBalancer Service, which
takes the substrate's claim annotation directly.

A replica set cannot: it is published as one LoadBalancer per pod, and the
operator takes a single serviceAnnotations map for the whole replset, so one
claim would be handed to every pod Service at once and the pins would collide.
The chart refuses that combination with the reason rather than rendering
something that cannot work. It is the discovery-engine case community#45
defers, and closing it needs an address per pod.
