Aleksei Sviridkin 67adfbce3c feat(dashboard): surface service-domain in the console config.json ...

The console loads config.json once at startup and treats a missing
serviceDomain key as "show no hostname", so the chart copies
_cluster.service-domain into config.json only when it is non-empty rather
than shipping an empty string the SPA would have to special-case. The
helm-unittest suite pins the unset, empty and set cases.
