Andrei Kvapil 4e6313b608 feat(valkey): register Valkey application in the platform 
Wire the managed Valkey app into the platform: add the valkey-rd package
carrying the Valkey ApplicationDefinition, the valkey-application PackageSource
(reusing the existing redis-operator), enable it in the paas bundle, and grant
tenant roles access to the valkeys resource.
