Aleksei Sviridkin f2d66579f1 [metrics-server] Set resources requests/limits on metrics-server container (#2630)
## Summary

The upstream metrics-server chart ships with `limits` commented out
(only `requests cpu 100m / memory 200Mi` are set), which triggers a `no
CPU limit` conformance warning on the `metrics-server` Deployment.

Override `packages/system/metrics-server/values.yaml` to keep the
upstream-recommended baseline `requests` and add `limits`:

- `limits` : `cpu: 500m`, `memory: 500Mi`
- `requests` : `cpu: 100m`, `memory: 200Mi`

Comfortable headroom on top of the [official sizing
formula](https://github.com/kubernetes-sigs/metrics-server#configuration)
(`100m + 1m/node`, `200Mi + 2Mi/node`), covering clusters up to ~150
nodes without needing to revisit. Larger clusters can override these
values further.

## Test plan

- [ ] `helm template . --namespace cozy-monitoring` from
`packages/system/metrics-server/` renders a `resources` block on the
`metrics-server` container of the Deployment (verified locally)
- [ ] Re-run the conformance/lint tool — the `metrics-server has no CPU
limit` warning should be gone
- [ ] CI passes

### Release note

\`\`\`release-note
Set CPU/memory requests and limits on the metrics-server Deployment to
clear the "no CPU limit" conformance warning. Values follow the upstream
sizing recommendation (requests 100m/200Mi) with a comfortable limits
cap (500m/500Mi).

## Summary by CodeRabbit

* **Chores**
* Configured explicit resource requests and limits for the
metrics-server service (CPU: 100m-500m, Memory: 200Mi-500Mi) to ensure
consistent resource allocation.
