Roman Pominov 083b138ebf Refactor "file" props control; Free up id attribute (#1393 )

Ref. #1011 

## Description

1. Fixes #1382 
1. Changed `file-image` to `file` with an accept option
2. Added `file` control to the props-panel stories:

## Steps for reproduction

1. No visible to user changes (unless you set `accept` to something like
`.png` in some prop meta)
