Bogdan Chadkin 1b9bdd83d8 experimental: allow customizing page language (#2928 )

Ref https://github.com/webstudio-is/webstudio/issues/2903

Here added language field to page settings and changed page generation
to render whole html instead of just outlet, which let us modify html
lang attribute.

Also fixed cms banner on pro account.
