Bogdan Chadkin ab4d5def09 feat: improve variable and binding popovers position (#2740 )

Ref https://github.com/webstudio-is/webstudio/issues/2532

Here improved position of popovers to stack to the left of current
"context". So binding are placed on the left of settings panel and on
the left of variable popover panel. While variable popover panel is
always placed on the left of settings panel.
