Oleg Isonen f1014633c2 fix: fall back to plaintext for unsupported code languages (#6496 )

## Summary
- Fall back to plaintext when a fixed Code Text language is unsupported,
including `text`.
- Keep unsupported language selections from stopping site builds.
- Keep unsupported theme validation unchanged.

## Checks
- `git diff --check` passed.
- GitHub CI passed, including package tests, type checks, visual
regression, lint, and submodule checks. One unrelated page-drag
end-to-end job passed on retry.
